First off it doesn't specify but this is a Matte material, it dries quick and just add it quick cracks too. I had to add drops of water numerous times to build a wing... Great eye liner
I have used this liner before. I like the design - the tip makes it easy to use & get a nice, neat line on both upper and lower kids. It is a quality product at a very reasonable price.
