keeps getting stuck when you try to snip

Doesn't spring back open, gets stuck...returning
Not worth $. I've had this design before in all metal (diff brand) and it worked and would pop back open when you clipped a cuticle. This gets stuck and requires two hands to reopen and clip next little piece.
